    Respite Care Payment Assistance

    The Family Caregiver Support Program provides support for family members caring for loved ones. This assistance includes:

    Education on care giving
    Occasional breaks from care-giving responsibilities
    Grants for a variety of services to help prevent caregiver burnout

    Additional Programs:

    Wheelchair Ramp Reimbursement Program will reimburse up to $500 for materials and labor. There is an application process. Applications must be approved prior to building of ramp. Seniors and caregivers aged 60 and older and those age 55  to 59 with a disability are eligible. Rental homes are not eligible.

    Others Raising Children Program reimburse $500 for each child being raised by an adult age 55 or older. Child(ren) age birth to 18 are eligible. Application process and approval required. Funds can be used for clothing, school supplies, after school programs, etc. This is a reimbursement program. Receipt must be dated after approval date of application. Program is eligible for renewal annually up to age 18.

    Insurance Counseling

    SHIAP (State Health Insurance Assistance Program) Coordinators assist Medicare beneficiaries access and navigate the Medicare program by providing accurate, free, non-biased and individualized information and counseling on Medicare and its related programs. Counselors assist beneficiaries as they select the best choice of coverage for themselves based on income, medication taken and pharmacy preference, among other factors.

    If you are eligible for Medicare, you are eligible for SHIP counseling.  SHIP counseling is a free service. 

    Services Provided:

    • Medicare 

    SHIP Counselors answer questions about Medicare and assist people in obtaining coverage through options that include the Original Medicare program, Medicare Advantage (Part C) Plans, Medicare Prescription Drug (Part D) Plans. Medicare health and drug plans can change each year regarding cost, coverage and what providers and pharmacies are in a beneficiary's network. October 15th to December 7th is the open enrollment period when all people with Medicare can change their health plans and prescription drug coverage for the following year.

    • Medicare Supplemental Insurance

    SHIP Counselors also help people compare Medicare Supplemental (Medigap) insurance policies and explain how these and other supplemental insurance options -- such as insurance plans for retirees -- work with Medicare.

    Low Income Assistance Programs

    Programs designed to help people with limited incomes pay for their health care, such as Medicaid, the Medicare Savings Program, and the Low-Income Subsidy.

    Prescription Expense Assistance

    The Medication Assistance Program (MAP) is operated by the Lower Savannah Council of Governments with funding awarded by United Way of Aiken County. MAP staff  and volunteers work and with uninsured and underinsured citizens of Aiken County, including eligible Medicare beneficiaries in the prescription plan coverage gap, access low or no cost brand medications through pharmaceutical companies and Patient Assistance Programs. The program helps clients obtain critical prescription medications to treat chronic conditions to prevent potentially deadly results if the conditions were left untreated.

    Clients contacting our office for MAP help also receive the benefits of our other programs to assist persons with disabilities or who are elderly. MAP clients most often utilize services of the SHIAP Counselors, mobility management staff and Information, Referral and Assistance staff.

    Must be an Aiken County Resident
    Must have no insurance or be underinsured
    Some medications assistance programs have income eligibility requirements

    Medical Appointments Transportation

    Medical Appointments Transportation

    The Lower Savannah Aging, Disability and Transportation Resource Center contracts all urban transportation services in Aiken County with the Aiken Area Council on Aging dba Aiken Senior Life Services (ASLS).  This includes the Best Friend Express fixed route bus transit system between Aiken, North Augusta, and Augusta, GA, the Dial-A-Ride, 5310 and Saturday Service demand response transit programs.   ASLS transit staff can help individuals seeking transportation with the following services:

    • Schedule rides for medical appointment, errands, employment for the Dial-A-Ride, 5310 and the Saturday Service program in the urbanized portions of Aiken County,
    • Answer questions about how to use the local public transit system,
    • Refer individuals seeking transportation in Allendale, Bamberg, Barnwell, Calhoun, and Orangeburg Counties to the appropriate County Council on Aging.

    Information and Referral

    Information & Referral Specialist assesses individual needs, helps to determine options and an appropriate course of action, directs the individual to useful programs or services, and contacts providers or agencies to help the individual access needed services when necessary. Specialists help seniors, caregivers, public officials, and others to better understand problems and make informed decisions about possible solutions. In addition, they may advocate on behalf of individuals, and reinforce the individual’s capacity for self-reliance and self-determination through education, affirmation, collaborative planning and problem-solving using community services as a vital link to bring people and resources together

    Lower Savannah Council of Governments Area Agency on Aging (AAA), exists to provide services and resources to seniors and their caregivers in the Lower Savannah Region. The AAA offers the support many senior residents need to continue living comfortable, high-quality lives in their own homes for as long as possible.

    Abuse or Neglect

    The Long Term Care (LTC) Ombudsman serves as the advocate for residents in long term care facilities.  The LTC Ombudsman works on behalf of the resident through investigation, mediation, and education, to resolve complaints.

    Through a contract with South Carolina Legal Services, seniors aged 60 and older can receive legal assistance at no charge to them.  Some of the legal issues a senior can receive assistance with are:

Description of Organization

We are a comprehensive resource for those in Aiken, Allendale, Bamberg, Barnwell, Calhoun and Orangeburg counties. The Lower Savannah Council of Governments  helps develop, write and administer grants; provides research and data for planning and decision-making; offers access to the Aging, Disability & Transportation Resource Center and coordinates the region’s workforce development programs.
